"The Rural Energy Savings Program Act was approved in a 240-172 vote and now goes to the Senate for consideration. The legislation, framed on an idea generated by the Electric Cooperatives of South Carolina, is designed to allow rural families, small businesses and farmers to renovate their homes with loans they would pay back through savings the improvements would generate on their energy bills."
