"Even though the commission has general authority to regulate in this arena, it may not impose requirements" that violate statutory mandates, wrote appeals judge David Tatel. The judges said the FCC's rule in effect treated all Internet service providers as common carriers — transporters of people or goods for the general public on regular routes at set rates. Examples of common carriers include airlines, railroads, trucking companies and utilities.

Carolina Water Service customers facing rate increase - wistv.com - Columbia, South Carolina |

Shealy voiced her strong opposition to a water rate increase application filed by Carolina Water Service, Inc. to the Public Service Commission of South Carolina.
In an email to her constituents, Shealy is urging residents to attend the meeting to address their concerns.
"I am emailing you today because there is still one more way that you can stand up and try to stop this rate increase," she said in an email. "This meeting is the last opportunity for residents to testify against the rate increases."
