"The Herald of Rock Hill reports Friday the city will wait for its attorney to meet with a lawyer for the Miller Pond neighborhood before deciding what to do next.
The city had planned to start shutting off water Monday after only 20 of the 121 property owners agreed to be annexed. South Carolina law requires 75 percent to agree for annexation to proceed."
